CentreVenture works within a framework of agencies and organizations charged with various roles and mandates in downtown redevelopment. In 2007, CentreVenture played a lead role in establishing a Downtown Council to provide an open forum for discussion and to provide direction for new programs and plans that will drive a multi-faceted agenda for the downtown in the future.

The City of Winnipeg and Province of Manitoba provide CentreVenture Development Corporation with significant resources and tools, including an annual operating grant of $125,000 from the City, and annual Urban Bank contributions from the Province.
